Sales Tax Campaigns

BowerComm collaborated with three Kansas communities—Hamilton County, Clearwater, and Haysville—to secure vital funding through local
sales tax campaigns. Each community faced unique challenges in winning public support, but with tailored strategies, BowerComm was able to help each one achieve impressive results.
THE CHALLENGE
Securing voter approval for tax initiatives requires more than just presenting the need; it demands building trust, clearly communicating benefits, and addressing community-specific concerns. Hamilton County Library needed to convey the impact of an expanded library on educational services. Clearwater required support for a new 1% city sales tax to fund infrastructure improvements. Haysville, after narrowly losing a sales tax renewal vote, sought a renewed campaign to re-engage residents in a second vote.
OUR APPROACH
BowerComm developed comprehensive, tailored communication strategies for each campaign, combining clear messaging with strong community-focused narratives. The core tactics included:
Dedicated Campaign Websites: Each campaign featured a custom website to present key information and engage the community.
Detailed Print and Digital Materials: BowerComm created 6-8 page mailers, banners, yard signs, print and digital ads, and community presentation decks to convey the importance of each initiative in a tangible way.
Engaging Video Content: Videos were produced to bring the campaigns to life on social media, showing residents how these initiatives would directly benefit their communities.
THE OUTCOME
Each campaign succeeded in securing community support through BowerComm’s efforts:
Hamilton County Library: Passed with 63% support, securing funds for a much-needed expansion and modernization of the library.
City of Clearwater: Achieved a 74% approval rate, paving the way for critical upgrades to city infrastructure.
City of Haysville: After an initial one-vote loss, BowerComm’s re-engagement strategy led to a successful second vote, passing with 59% approval and ensuring continued infrastructure improvements.
